LEO Agency Qual Standards
This is a compilation of police & military firearms qualification courses compiled by Brian Garrett. This began as an exercise to see if he was good enough to pass the tests, but it quickly became apparent that the tests were ridiculously easy; laughably so.
Given how difficult it can be for some citizens to get firearms carry permits, this is unacceptable. California is a prime example. It’s nearly impossible for citizens to get a concealed carry permit, and yet their cops are given 30 seconds to fire 12 shots with a reload.

These are the minimum requirements for a course of fire. No specific course is specified, so individual departments are left to develop their own courses. Even as a low bar, this seems very low.

Connecticut guidelines are a bit loose, so departments are free to develop their own course.
Minimum requirements include:
- 30 rounds must be fired from the 7 yard line or closer.
- 18 rounds must be fired from between the 7 and 15 yard lines.
- 12 rounds must be fired from a distance in excess of the 15 yard line.
- The CM-5 target must be used for all qualification relays. (IDPA -1 zone is a very close fit.)

STAGE I - TRAINING CONSIDERATIONS:
A) The weapon must never contact the barricade; the hands may brace against the barricade.
B) It is possible for the shooter to align the sights on the target and still shoot the barricade. Be sure the muzzle clears the barricade.
C) Shooters are required to fire from the offside of the barricade using the barricade for cover. Use of the strong or off-hand is optional.
Stage 2 - 15 yards
3 rounds right side low barricade kneeling position.
3 rounds left side low barricade kneeling position.
(35 seconds for outdoor range)

STAGE III - TRAINING CONSIDERATIONS:
A) The muzzle must be forward of the shooter's leg before the knee touches the ground. The shooter will be cautioned not to 'crash' to his knees to avoid injury. The muzzle must never cross the shooter's leg.
B) In Phase II the shooter will, on command, draw his weapon and come to normal, two-hand grip in the ready gun position. Then on command, shooter transfers handgun to the off hand and fires.
C) The shooter must ensure a secure grip on the weapon with the off hand before raising the weapon up to target at Stage III.
Phase I requires shooting with the strong hand only. This stage of fire is designed to test basic marksmanship fundamentals using the strong hand only. The most likely application of strong hand shooting is in the event that the off hand is incapacitated or occupied. The shooter starts with a holstered weapon.
Phase II requires shooting with the off hand only. A review of law enforcement situations indicates that few officers fire with the off hand in an actual confrontation. This stage of fire is designed to test basic marksmanship fundamentals using the off hand only. The most likely application of off-hand shooting is in the event that the strong hand is incapacitated or occupied. The shooter starts from ready gun position. On command shooter transfers weapon to off hand and fires using quick sight alignment.
In Phase III there is a mandatory reloading of all weapons. Law enforcement statistics show that officers seldom fire, reload, and continue the confrontations. Most confrontations involve fewer than 6 rounds and less than 4 seconds. However, every situation has the potential to go beyond the typical law enforcement engagement. Shooters must be familiar enough with their weapons and equipment to maintain continuity of fire. To do this the shooter must be able to reload under pressure. Instructors should emphasize that it is not a good tactic to stand up, out from behind cover, shoot, reload and shoot again. The emphasis is on reloading under stress and hitting center mass. All reloading will be done in the kneeling position. The kneeling position can be used as both a supported or unsupported position or to utilize available cover or just to make you a smaller target. The kneeling position is the most versatile, stable position due to its simplicity and the speed with which it can be acquired. Requiring the shooter to draw and assume the kneeling position and to fire under time constraints, trains and tests manipulation skills as well as quick sight shooting skills.
STAGE IV - 4 yards

STAGE IV - TRAINING CONSIDERATIONS:
A)For double action semi-automatics pistols, the weapon should be decocked when the shooter lowers weapon to ready gun position after firing first 3 rounds at Stage IV.
B)Movement to the right/left should be immediately after rounds are fired.
Stage IV reinforces the basic techniques required for officer survival in the event of a failed incapacitation. In addition, it covers use of the weapon from the ready-gun position. The ready-gun position is used during high-risk searching and when challenging a dangerous subject. In the ready-gun position, the weapon will be lowered to approximately waist level, with the barrel pointed toward the target.

This stage covers the most basic techniques of handgun training--the ability to respond to a sudden, close-range confrontation under realistic time constraints. The shooter is to take one step to the rear to create distance. Shooter should be stepping and drawing at the same time. The shooter has the option of using the one or two-hand, close-quarter shooting position or the extended hip shooting position. However, it must be mentioned that the off-hand at this distance might be occupied, defending or restraining a subject. Probably, if given a choice, shooter will use two hands.

Missouri DPS Handgun Qualification Course
The D.P.S. handgun qualification course consists of six stages of fire. The stages of fire are the same for students using semi-automatic handguns or revolvers. Unless specified, all stages of fire start with the handgun secured in the holster, and the shooters’ hands held above their waists in a field interview type stance. The D.P.S. handgun qualification course requires sixty (60) rounds of handgun ammunition.
Target: Various silhouette targets may be utilized; however, the maximum size silhouette target allowable is the B-27 target. A scoring template measuring 11 ¾ inches wide by 17 ¾ tall will be utilized for scoring, independent of the style of silhouette used. The scoring template should represent center mass of the silhouette. For those stages requiring head shots, a scoring template representing the head and measuring 6.5 inches wide by 9.5 inches tall will be utilized for scoring.
Only those shot holes within the scoring templates will count toward the shooter’s score. Bullet holes which completely break the scoring line of the template will be counted as within the template. (A bullet template measuring the diameter of the bullet may be used for questionable scoring rounds). Shot holes within the head scoring template will count as hits only if fired correctly during the appropriate stage of fire. If shots are fired into the head scoring template during other stages of fire, they will not count. Final score will be determined by dividing scoring hits by 60 (total shots fired). 60 scoring hits would be graded as 100%, 42 hits would score as 70%, the minimum passing score.
Unresolved shooter induced malfunctions/errors will be scored as misses. Stages involving weapon/ammunition induced malfunctions may be fired over for score.
Stage 1 - Distance: 1 yard Handgun condition: Holstered. Loaded with 6 rounds.

Stage 6 - Distance: 25 yards Handgun condition: Holstered. Loaded with 6 rounds. Reload of 6 rounds will come from duty belt.
While using a barricade, the shooter will draw the handgun, using a two-hand support grip, fire six rounds from the right side of the barricade, perform a mandatory reload, fire six rounds from the left side of the barricade, and holster upon completion. The shooting position for this stage of fire is the shooter’s choice. Forty seconds is the time limit for this stage of fire.

Notice how many standards are 70%. This is not English 101. When you’re dealing with life and death, you should have to be more accurate. Shorthand | Description | Details |
FS | Freestyle | Shooters use a traditional 2-handed grip on the firearm. Some departments teach different stances for a 2-handed grip, but for ease of documentation, we call a typical 2-handed grip freestyle. |
Low Ready | Pistol is held with the intended shooting grip, with the arm(s) pointed down so that the pistol is aimed at/below the “feet” of the target. | |
Ready | Ready Position | Different agencies have slightly different spins on this, but basically the pistol is held with both hands, pointed down at about a 45-degree angle. Sometimes it’s held close to the chest, other times with arms extended, but this is a minor point that won’t affect par times. |
SHO | Strong Hand Only | The “strong hand” is the hand that is used to draw the pistol from its holster; the right hand for right-handed shooters. |
WHO | Weak Hand Only | The “weak hand” is support hand; the left hand for right-handed shooters. |
